A 61-year-old man was found dead in his wheelchair outside a convenience store during freezing temperatures. He appeared to be released from a hospital the day before.

PORT ARTHUR, Texas (WKRC) - A 61-year-old homeless man was found dead in his wheelchair outside a convenience store in Port Arthur, Texas, during freezing temperatures, KBTV reported.
James Rouly was discovered Jan. 27 near a dumpster, wearing a hospital gown and no shoes as temperatures dipped into the low 20s. A local resident, Daniel December, found Rouly and called police.
"I don't know why anyone wouldn't make a call," said December to KFDM. "They would let a disabled man in a wheelchair underdress like that just sit out there like that. That's pretty cruel."
Justice of the Peace Joseph Guillory II confirmed Rouly’s identity, per KFDM, and said he had been released from a hospital the day before. An autopsy failed to determine the cause of death.
Patricia Henderson, director of the Port Cities Rescue Mission, expressed concern to KFDM over the circumstances surrounding Rouly’s death.
“Oh my God, like why didn’t someone have enough compassion? That is what's wrong with the world right now. People don't have compassion for another human being," she said. "Someone, anyone could have dropped him off. We have shelters open, so things like that does not happen here."
The death comes amid Winter Storm Fern, which prompted a disaster declaration in Port Arthur. Henderson urged residents to help connect people experiencing homelessness with shelters during extreme weather.
